Tim Farnum hopes so anyway. After witnessing some surly smartphone-related behavior from his 11- and 13-year-old daughters, the Colorado dad has introduced a ballot initiative that would make it illegal for cellphone providers to sell smartphones to kids under the age of 13 in the state.
While the proposal has garnered “overwhelming” support in certain corners, some lawmakers are wary of legislating what they feel should be a parental responsibility.
