Should It Be Illegal for Kids Under 13 to Buy Cellphones?

My daughter is 9, and she thinks she needs a cellphone. I say no, but there are plenty of parents out there who are alright with that as many of her friends in the same age group have phones. Soon that may be illegal. 

Tim Farnum hopes so anyway. After witnessing some surly smartphone-related behavior from his 11- and 13-year-old daughters, the Colorado dad has introduced a ballot initiative that would make it illegal for cellphone providers to sell smartphones to kids under the age of 13 in the state. 

While the proposal has garnered “overwhelming” support in certain corners, some lawmakers are wary of legislating what they feel should be a parental responsibility.
